The first occupation certificate (cédula de primera ocupación) is the document certifying that a new build or full renovation with change of use meets minimum habitability conditions. Without it, you cannot sign deeds, connect utilities or legally occupy the property.

Major refurbishments or complete change of use. If the works are integral or there is a change from commercial to residential, the first occupation certificate is required.
A building completion certificate (certificado final de obra) signed by the project architect is required before applying for the habitation certificate.
