Step by step: how to apply for the first occupation certificate in Mallorca

If you have just completed a new build or a full renovation in Mallorca, one of the first documents you need is the first occupation certificate (cédula de primera ocupación). Without it, you cannot connect electricity and water, sign the final deeds or legally occupy the property. This article walks you through the complete process in 5 steps.

When is the first occupation certificate required?

The first occupation certificate is required for:

  • New builds — properties constructed from scratch
  • Full renovations (reforma integral) — complete internal reconstruction with or without change of use
  • Change of use — converting a commercial space to residential

Documents required before starting

To begin the first occupation certificate process, you need:

  • Completion certificate (certificado final de obra) — signed by the project architect confirming the works have been completed as approved. This is the essential prerequisite.
  • Building licence — the original licence from the local council authorising the works.
  • Approved plans — to verify the as-built property matches what was licensed.

5 steps to the first occupation certificate
