The cédula por carencia is the specific procedure the Consell Insular de Mallorca uses to issue a habitation certificate for properties that have never had one. It is more complex than a standard renewal, but in most cases it is achievable. What is the cédula por carencia and when does it apply?

The cédula por carencia applies when a property has no prior habitation certificate — either because one was never issued, or because no record can be found at the Consell archive. It is not the same as a renewal: renewal requires a prior certificate (even expired), while carencia assumes there never was one.

The three essential conditions for carencia to apply:

  1. The property was completed before 1 March 1987
  2. There is no planning infringement or open enforcement file
  3. No works requiring a first-occupation certificate have been carried out since 1987
